Wasted my time and money - went in for a breast reduction that never happened

Bamboozled
We went to this clinic for a breast reduction that never happened, and they still haven't refunded my money 3 months on.
When they did the pre-op tests, they said my daughter had hep c, and required specialized care, which would be double the price. They didn't explain anything about hep c, or what we should do next, or anything. There were no doctors or medical professionals involved at all. I refused. We agreed on a refund that deducted the costs of the tests, €200, and the cost of the transportation they said was included in the package. That was 3 months ago, and they still haven't refunded the money.
When we returned to the US we went straight to the doctor, only to discover she does NOT have hep c. Was the lab contaminated? Was Natural Clinic trying to make some extra money? Who knows?!?! All I know is that they wasted my time and my money, and haven't been proactive in accommodating us.
