Getting my Small Saggy Tits Done

I wear a bra of 34 A or 34 B, my breasts are extremely deflated and saggy. I primarily went to consultation just for a breast augmentation, but now PA says to go for breast lift alongwith augmentation. Also he wants to do the incision around the nipple, and not beneath the breasts, despite me requesting several times. He also said he might want to reduce the size of my nipples and aerolas as they are quite big, but i like it that way. The major disappointment was when he said he cant give me more than 350 to 380 cc at the max, thus making me only a 34 C or 34CC. He said he can only go 2 sizes up, not more. This is what he says is the maximum for me, without looking odd. I tried to convince that i want to look busty and want real big [RS bleep], but he seems to stuck on the 34Cish. Kind of disappointed, so rethinking if i should consult another PS and see if he can give me what i want.

On another note, i am 28, height is 5 feet 2ish, and weight is 51 kgs. And i never breastfed and never got pregnant.
