I never measured it but with the somewhat ruler I have right now it looks to be over 20mm.

You should get an accurate measurement. It is easy to do with a ruler. depending on How long it is , it should be brought down to 15 - 16 mm.

I know nothing about the procedure so I'm here trying to learn. Is the scarring surely going to happen? And does the procedure need to be repeated years down the line? Thanks!

It should not have to be repeated but this area does get longer as people age. If you look at pictures of your parents when they were young as apposed to now, look to see if you notice a difference with the space in between upper lip and nose. Before my lip lift I looked at pictures of me at age 20 and notices a big difference at age 44.

You will have a scar, but depending upon the surgeons skill and how well you heal is how bad the scar will be. Be VERY careful if you decide to do this as there are only a handful of surgeons who do this well. Ask for before and after pictures of patients and ask how many have they done. They should have a lot of pictures. In my opinion they should have done hundreds and I know of only one who has done thousands of lip lifts. This is a specialty type of procedure and difficult to find a good surgeon as most plastic surgeons do not do lip lifts. You are very young and you are attractive. I think this is something you should think about and not rush into.
