My upper teeth does not show up when I talk. Droopy wide lower lip, my smile is super wide. Can I decrease its length? (Photo)

I have short philtrum ig , nd my upper teeth does not show up when i talk and when i smile only a small portion is visible and my teeth are of perfect length but whenever i try pulling up my upper lip to see the part where frenulum is located but it does not get pulled up . What is wrong with my lips ? is there something wrong with my jaw ? Plus my lower lip is too droopy suggest a surgery for it .
