Peeling labia skin after laser. Is this a normal reaction? (Photo)

I have my second brazilian laser session 2 weeks ago. The area was fine during the first 48 hours however as each day goes by the skin around outer labia started to peel (like it is really dry) and i am starting to feel increasing discomfort especially at the top part. The area now feels that there is an open wound (the skin would lightly stick to my underpants). Is this a normal reaction to laser? Am I getting this burn due to laser or hair regrowth?
