Will Retin-A increase oil/sebum production?

My skin type was oily. But 3 years ago, I over exfoliated my face and make it really dry. My skin didn't even produce any oil ever again. So my doctor recommended me to use moisturizer. At first, It worked well but over time my skin start to flaking and red again. Recently i research about Retin-A (which is effective for anti aging treatment cause it fasten skin cell turnover). Will it increase sebum production on dry skin? and is it safe to use it on dry skin?
