I need to pull my hairs after each LHR sessions by my fingers because they don't fall, does it mean the laser worked or not?

I have been getting LHR on my arms (including upper arms), i'm on my fourth session now. It is alexandrite laser, but everytime i get my treatment done the hairs dont grow back and shed at all until exactly 6th week after and they dont fall by themselves, i have to pull them out with my fingers, and between my sessions i always see my hair folicles in my skin so there are black dots on my skin all the time. i want to know if this means the laser is working or not? and if its normal.
