Is that even legal? Or proper procedure? It hurt terribly bad! And she told me numbing cream could be applied the second service at touch up.

Not correct.  The numbing cream is applied and left on for 20-30 minutes, and then removed.  The effect of the cream is not based on it remaining on your skin.
