Hello! I'm a 20 year old male. My gonial angle on both sides is 138-140 degrees. I measured that using a panoramic xray I got for wisdom tooth extractions. Is it possible to lower the angle to 130 degrees or less? My jaw is also narrow and I'd like it to be slightly widened. I am also considering a genioplasty, but I may end up with bimax since my mandible is very undeprojected.

There are different technics for achieving the results you describe. Custom implants could be one solution to lower your gonial angle and widen your jaw in a controlled fashion. 
Whether you need a genioplasty or Bimax, acomputer imaging CT scan will help determine the best course of action. 
The girth/size of your neck is a good base that helps define the lower third of your future facial changes, and you have an athletic (good) neck.
