I've had them for a few years and I'm not sure what's caused them or if there is a way to get rid of them

Small bumps on the neck can be a variety of skin lesions such as skin tags, seborrheic keratosis, etc. I highly recommend you consult with a board certified dermatologist to have your skin evaluated and to discuss appropriate treatment options based on what the skin lesions are.
