I'm 10 days out from getting LASIK. Is it safe to dye my lashes in the next few days (so I vainly don't have to worry about being mascara free after surgery)?

Certainly these symptoms can be common after surgery. You don't mention how long have lasted after surgery and there is suggestion that you experienced intermittent puffiness prior to the procedure. Many things including allergy and dry eyes, to name a few, can cause redness after surgery....
If you are of an age, i.e. over the age of 40, you should consider a LASIK enhancement combined with the FDA approved KAMRA corneal inlay which will afford you the opportunity to have excellent reading and intermediate vision as well as superb distance acuity.
