I have stretch marks all around my breasts. Will reducing my size 14GG breasts to a D help with their appearance?

A breast reduction will remove excess skin and make your skin envelop smaller as well as reduce your breast size. Yes, depending on where your stretch marks are located, you should expect improvement in your stretch marks.
