The vehicle and delivery system are different in Retin-A micro versus Retin-A cream but both are tretinoin and equally effective for skin rejuvenation.

Retin A micro is as effective than other retin A products. This is because the active ingredient, tretinoin, concentration for concentration,  is the same in all the products. The vehicle and delivery is the difference.

In brief, yes.  Tretinoin is the active ingredient in retin-a micro and other retin-a products.  Because the retin-a in the micro product is stabilized and potentially less drying because of the moisturizing base, it may even be more effective than other retin-a products.
