Is it normal to have more issues in the side of the nose opposite of the septal deviation?

I have a septal deviation to the left, I would have thought because left side has less room that it would cause me more problems however I find the side with more room has issues more often. Both sides can swell shut but it seems to happen more often in the right. Secondly is it normal to have moments of normal breathing and then other moments of complete congestion? I have no allergies and will have a septoplasty / turbinate reduction in November. Do these procedures have good success rates?
