Continued pain with tissue expanders. What should I do?

I had delayed breast reconstruction with bilateral tissue expanders in January 2015. My last fill was 2 weeks ago. My right breast is free of any pain, but my left breast (previous cancer side) is very painful 24/7...the pain extends to my left shoulder blade area. I've tried Advil, Percocet and Soma without any relief. There is no redness or fever. My PS suggested a Pet CT scan. I'm worried about getting that done due to the high amount of radiation and more cancer risk. What should I do? Help!
