Can this tattoo be removed? And how long will it take approximately? (photos)

I had a tattoo covered up a couple of days ago. The coverup turned out to be worst than the previous tattoo. Can this be removed using laser or should i opt for any other procedure. What would be best in a realistic time frame. Also what would be the approximate cost of other surgical methods.
