How do you whiten the sclera of the eye? (Photo)

I saw an operation that can be performed on the eyes, specifically the white part to reduce the dull or dingy appearance. I guess by removing blood vessels one can achieve brighter and cleaner looking eyes. But ive only looked up the surgeons that specialize in this are located in the california area. The "I-brite" procedure. But im located in Pittsburgh. Is there ANY kind of surgeon within the region that can perform this type of operation?
