If you are concerned about the sagging appearance of the breasts but are happy with the size then a breast lift is appropriate. A breast lift plus implants will increase your breast size if you truly want larger breasts. A breast reduction involves removing breast tissue and lifting the breasts. You will have smaller breasts with a breast reduction. Please consult with an experienced and board certified plastic surgeon to learn about your options and develop a treatment plan to achieve your goals.
Form your photos, a breast lift with even a slight reduction would be needed. You certainly don't need implants. Expect the total cost to be $9000 to $10,000.
and from what you've mentioned, it sounds like a mastopexy (with limited reduction) would give you what you imply that you want. You have to be accepting of the scars and the likelihood of impacting your ability to breast feed down the road in addition to losing sensation. As for costs of a mastopexy, it would run around $6000 all inclusive in my area.
Considering both your pictures and your cup size you're certainly a candidate for either a breast lift alone or a breast lift with breast reduction. When it comes to costs of surgery, there may be many “variables” involved. The specific surgeon's credentials/experience level (or lack thereof), the specific geographic area you are looking at, the different operations available, the location of the procedure (quality of surgery facility), type/quality of anesthesia provider, type of breast implants (if utilized)… are some of the potential variables involved. You will find some average costs of surgery on this website and on individual plastic surgeons' websites as well.
In regards to outcome of the planned procedure, more important than costs of the procedures will be careful selection of your plastic surgeon. I would suggest starting with the American Society of Plastic Surgery and/or the Aesthetic Society of Plastic Surgery to obtain a list of well experienced board-certified plastic surgeons.
Then, I would suggest you visit a few surgeons whose practices concentrate on aesthetic surgery. Ask to SEE lots of examples of their work AND preferably speak/see patients who have had similar procedures done.
Be very careful with your decision-making. You will find, while doing your due diligence, that there are many different “specialties” who will offer their services to you; again, I strongly recommend you concentrate on surgeons certified by the American Board of Plastic Surgery.

Your photos show good breast volume, with breast ptosis. The breast ptosis ( sagging) can be corrected with a Mastopexy ( breast lift). This will reshape your breast for a perky look. You will need to decide if your breast are too large, too small, or just right. The size can be addressed at the same time as the shape is changed.
