Got two dental implants on my lower jaw. The dentist DID NOT place a healing caps on them, the implants is “buried” under the gum. I went to another dentist and she said she can't operate due the lack of a healing caps, that the gum have overgrow implant. Isn't the dentist supposed to uncover my implant by cutting the tissue and exposing the implant? So is this dentist right about not being able to operate due to no healing caps? Thank.

This is normal after implant surgery. The metal healing collars extend through the gums usually and remain there throughout the healing phase. This way the surgeon does not need to cut through the gums a second time.
