Unfortunately laser isn't an option for this. The inks used in cosmetic tattoos usually have iron oxides which can change with time but will also turn orange/brown with laser removal. Some options are to see if you can find someone to tattoo in a flesh tone or a dermatologist who can prescribe hydroquinone to try to lighten it. You may want to call around or get a couple of opinions from a clinic with experience.
I believe once the ink has oxidized and is a reddish brown color on your eyebrow, there is no laser that will work. i try and avoid treating eyebrows because of that problem. you can consider tattooing over it to try and hide it but that is also somewhat challenging to do.david berman md
