Freckle/Hyperpigmentation on Lip - can this be treated with a laser? (Photos)

This freckle/dark spot appeared on my lip 15+ years ago and I’ve always been curious if it can be lifted with a laser. A good amount of dermatologists seemed to not want to touch it since lips are very different than skin.
