One month is a perfectly acceptable time to start using makeup on your eyebrows, provided your doctor has not instructed you otherwise. It is normal to not see results by now, for some it can take up to 5 months before they start seeing results.

Eyebrow transplants typically start sprouting hair at  2-4 months.  In the meantime, topical power-based makeup is perfectly acceptable at this point.

In an eyebrow transplant you will most times not see any new hair growth until between months 3 and 4. So don't panic, I am sure they will start to sprout any week now. Makeup powder used after 1 month post-op will not affect the transplant either.
