I have never had a stroke or bells palsy, although my nose was broken twice and I had a deviated septum repaired 12 years ago. I do have frequent migraines on the left side of my head & am under the care of a neurologist. Any suggestions for how I can fix my mouth without major surgery? It really bothers me in pictures; video is even worse as my left upper lip barely moves. It really bothers me.

You should speak to a plastic surgeon and see what can be done about it. In Texas, I don't believe dentists are allowed to address these issues unless they are related to the teeth or jaw.
I would recommend a consultation with an orthodontist for braces or Invisalign to correct the alignment of your teeth. Some teeth contouring can be done afterwards to improve the shape of the teeth if needed. Another option is veneers to improve shape and symmetry of your teeth.
