What can I do about ghosting, halos & starbursts 2 years after PRK?

I had PRK over two years ago now and since then I’ve had lots of problems. Ghosting comes and goes in both eyes, I see the ghosting on the bottom edge of text ghosting downward. In addition, I have halos/starbursts at night, light smearing when I watch tv and generally dry eyes. Every now and again, the stars align and I’ll string a few good days together where I have pretty good vision and I think I’m turning a corner only to relapse.
