I've been using eyelid tape for almost 2 years, now my eyes are saggy and the crease is of course not permanent. I've been thinking of doing the surgery for a year and a half now and was thinking to it done in Korea since they are the best when it comes to eyelid surgery. i was just wondering is partial incision a good option or because of the sagging of my eyes, a full incision is recommend?. Also silly question but, does is hurt a lot?

It looks like a fixation suture that is exposed. This should be removed as this can potentially cause an infection in the future. The "bump" will improve in quality over time.
If you had an epicanthoplasty along with your asian eyelid surgery then the final appearance of your crease, especially towards the inner corner is many weeks if not months away. While you should be mostly healed by now there is certainly swelling still present (even if you can't see it) that ...
