I have been getting laser removal every 6 weeks for 4 years! The hair on my face is too fine, dark, and hormonal to be permanently removed so it keeps growing back. I am spending a lot of money monthly to top-up. Can I invest in a home laser device and top up myself? Does anyone have any recommendations for a good one that actually works?

Something is wrong !  You need a hormonal work-up of tests by an endocrinologist.  There may be a hormonal reason (such as an ovarian  cyst) that is causing you to make hair.  Until this is treated you are wasting your time and money on laser hair removal.  When this is finished (testing and treatment), I would find a different laser center, and switch to a different laser.  Many different lasers remove hair.
