Do I have microcephaly? Are my expectations for skull reshaping reasonable? (photos)

Hi, I'm a 5'9", 20 year old male, and my skull circumference is 52 cm, or around 20.59 inches and a length just slightly larger than my hand. I always had a very below average head, but as I got older, I noticed my skull looked smaller and smaller, and it's plagued my life for years upon years. I plan on getting skull reshaping surgery either way when I have the money, but I am wondering if I actually do have some kind of microcephaly. Are my expectations for skull reshaping reasonable?
