A permanent (or long-term solution) for under eye bags is lower blepharoplasty, which is best done using hidden inside eyelid approach (transconjunctival) with fat/bags repositioning to make the under eye smooth and not make it hollow/sunken. See following link. See an oculoplastic surgeon.
