Saline breast implants can certainly be removed under local anesthesia unless additional work is necessary. Sometimes patients undergoing breast implant removal benefit from removal or adjustment of the breast implant pockets and/or breast lifting surgery. Whether or not these additional maneuvers will be necessary in your case will depend on your physical examination.
In regards to finding a qualified plastic surgeon in your area,I would suggest starting with the American Society of Plastic Surgery and/or the Aesthetic Society of Plastic Surgery to obtain a list of well experienced board-certified plastic surgeons. That is certainly possible. The question is what else needs to be done? Does the capsule need to be removed? Do you need a lift due to sagging after the implants are removed? Those questions may necessitate general anesthesia.
