If your doctor won't see you, find a new doctor. A dermatologist and/or hair restoration specialist should be able to help you, because there is no way to diagnose what is wrong with you unless the doctors are able to see you in person. A second transplant can fix the issues you have with your hairline.
If you have scarring and change in skin texture a year after surgery, it may be permanent.
