Skin sensitivity and water.
You may have to see a Specialist for this - there are really rare conditions such as aquagenic pruritus, that can cause sensitive skin after water only. Skin irritation and allergies need to be excluded if you are using a soap free cleanser. A general dermatologist can assist.
