Can ClearV be used to minimize the appearance of veins on eyelids? If so, can it be combined with a blepharoplasty?

I have very prominent veins on my upper eyelids. I'm having eyelid surgery done soon and was wondering if this is something that I can have done at the same time to minimize the appearance of veins? Would I get better results if I had this done before or after my surgery?
