Bumps on and Just Above Incision Line Where Basal Cell Carcinoma Was Removed (Bumps Do Not Show Up Well in Photos)

I have 2 small flesh-colored bumps where basal cell carcinoma was removed approximately 10 years ago (top of forehead), one directly on the incision line and one just above the incision line. The line is a little over an inch long and the bumps are located on opposite sides of the incision. It looks like the bumps are located where stitches were. I do not know how long these bumps have been there. Could these be scars OR should I be worried that the cancer may have returned?
