Can botox solve a situation where a person's eyes have the "staring", "frightened", or "surprised" look?

Hello, While I do understand that face structure, tear trough, and tiredness in general can contribute to someone's eyes looking like they are "staring" or "surprised", can botox help improve this? The reason I ask is that I've seen many pictures of people looking like they have this stare, and it seems gone after they have had botox. I have the same thing only when I'm really tired, and I've noticed that even my smile is different when I'm tired. Is this because the muscles are not relaxed?
