Mole is red and painful after shave biopsy. Sign of cancer?

I had 2 moles removed 9 days ago.1 on my face and 1 on my arm. I use hydrogen peroxide and vaseline on both. The one on my face healed great. The other on my arm is red, painful, and looks indented in my skin. Is this a sign of cancer? Why is it reacting like this?
