First of all, I doubt IPL caused this unless you had burns. Often times (myself included!) we begin to notice things as we correct/address other problems. My point is, don't be scared of lasers but be sure to see someone who knows what they are doing!
I would start with microneedling and/or chemical peels, combined with medical-grade products to exfoliate and even out the texture of this skin. I get very nice results with this combo!
Chemical peels, microneedling, and excellent at home products definitely help with this. My favorite is to do a combination of light chemical peels with SkinBetter Science AlphaRet.

I love that you are doing great skin care and neurotoxins (Botox, Xeomin, Dysport) are probably the most important preventative care at your age. That being said, I love microneedling and peels. They both are fantastic for prevention and collagen stimulation. I would start with peels, as they have less downtime (typically) and tend to be more affordable.
You really should go see a dermatologist. While I cannot give you medical advice without seeing you, I can tell you that you have a difficult skin type (which I am sure you know!). When patients have a lot of redness and small breakouts, we are often seeing early signs of rosacea. A combination of prescription topicals with laser treatments would work wonders for you.
