Laser Hair Removal + Scrotum Q&A

I am interested in getting LHR on my scrotum and shaft of the penis. Why do at home devise not recommend this, but it can be done in a location? What is the difference? How could I tell if my skin is light enough for this?

All these parts would be the shaft, scrotum, taint, cheeks and in between if you get what I mean.

I want to send a photo of what i thought was an in grown hair growing on the base of my penis just before the scrotum. I thought it was nothing, but it's getting bigger.
