Shouldn't a dr know exactly where to inject Botox based on prev. treatments rather than charge double bc they missed a section?

I have had Botox within the past four years. Over the past year the price and amount of units have stayed consistent. However, I have switched to a new doc for the past 2 yrs. Towards the middle of 2015, I was treated with 22 units and happy with the results, treated again early 2016 with the same amount and then a 14 unit touch up. I know placement is key, however I was recently treated and the dr injected a total of 36 units (previous amt) but I ended up needing a touch up totaling 42 units.
