Unfortunately lumps can be side effect of lip fillers. They can either be caused by the collection of filler in one area, or a granuloma (inflammation that causes cells to collect). 

From the picture you have provided it does look like fillers. unfortunately as you have had these fillers injected for almost a month- it is unlikely to go - until it is completely absorbed naturally or dissolved by an aesthetic practitioner. 

There are methods which clinicians use to minimise this from occurring

1) Method of injections

2) A good post filler injection massage. 

I would advise you contacting the aesthetic practitioner that performed this, expressing your concerns.

I would suggest starting with a total 0.5 ml lip filler  for both upper and lower lips. To create symmetry and balance. I believe just placing in upper lip puts at risk of getting a 1:1 lip ratio, we often want an ideal ratio of 1:2. 

Start off small, and if you want bigger you can always return for more.

I believe you would benefit from what I call "baby botox". This is basically using small amount (about 8 units) of Botox in your frontalis muscles, to give a natural non frozen look. 

The beauty about Botox injections is that it would minimise worsening of wrinkles around that area.
