It sounds like you developed persistent bruising after the procedure that did not heal with time. It's true that hydroquinone will not resolve this as it is not a hyperpigmentation problem. Changing your mind about a tattoo is not at all unusual. The good news is that these days most all tattoos can be removed. One thing you will need to bring to this process is patience because it's going to take about 10 treatments to remove it. My Picosure laser is great for this.
