I will second the opinion which suggested you go in for an ICL as opposed to a LASIK. Sometimes cutting cost will have to foregone in favor of effectiveness and an ICL seems the best and most effective option as per what you have mentioned about your situation. A PRK can also be an option, but that would entirely depend on the topography and pachymetry reports and if at all found feasible in your case.
Intermittent fogginess of vision can be due to the dryness of the eye. Please make sure that you are using lubricating eye 4-5 times a day. If that doesn't help get a thorough ocular and dry eye assessment eye power corneal topography that may get some additional information about the nature of your eye problem.
Post Lasik dry eye is a common problem and sometimes your own prepuce in two eyes may vary. It is not a reflection of slower healing. It may be dependent on pre surgery dryness, magnitude of eye power i.e. corrected in each eye continuously using lubricating eye drop and some protective glasses when you are in windy atmosphere.

During Laser Vision Correction the suction pressure might be high that causes changes in the vitreous gel. Kindly get your retina evaluated. Use prescribed lubricating drops on time.
