This is a condition called blepharochalasis, by which the eyelid skin becomes lax with repeated episodes of swelling secondary to allergies. First and foremost, treating the cause of the allergies will be beneficial but will not necessarily address the resulting lax skin. A blepharoplasty to remove the crepey upper eyelid skin can improve your appearance to make you less tired looking. Fillers to the depression below the eyes, called the tear trough, can help ease the transition that you see where there is some hollowing and the appearance of "dark circles." You will want to find an oculoplastic surgeon, someone who is an eyelid expert, to assess you for both of these concerns and treat you accordingly.
It appears you may have ptosis, or a droopy upper eyelid, on one side. An examination in office by an oculoplastic surgeon (who specializes in eyelid surgery) would be the best approach to determine whether you would be a good candidate for surgery.
After reviewing your photos, I believe you will have a great cosmetic outcome with only fat removal. You are young, have great skin tone and should do great with removal of fat only. The risk in removing skin is creating an ectropion, or scarring of the lower lids that will pull them down. I think you'll have a great result overall and wish you the best of luck.
