You would be better off with a Morpheus8 that uses microneedling with radiofrequency to help remodel the fat and tighten the skin simultaneously (non-invasive or minimally invasive) or to get that area really done well you can use the InMode Facetite. This is also using radiofrequency, but you will also get a little bit of liposuction done at the same time. This is more invasive, but you can get the exact jawline you want.

This is a great questions. You have many options to solve this problem. In this picture, it is hard to see how extensive the "bags" are, but generally, you can use fillers, PRP, radiofrequency or a combination of these to help alleviate the problem by stimulating the collagen production.
