Most likely these are prominences from your forehead (skull) bone. The bone can be reduced but the amount depends on the anatomy. Seeking consultation with a facial plastic surgeon would be a good start.
Surgery is the safer and more effective method to accomplish your aesthetic goals. Filler is not a good idea in this case.
