I too would shy away from ICL as it is very close to the natural lens, but if PRK and LASIK are not options then you could consider the Verisyse lens if you live in the USA or other options if you live outside the US.
Do you have your latest prescription? If there is some slight residual astigmatism, maybe glasses could correct this for night time driving.
Depends on a lot of things - I would not expect this result to stabilize for at least 3-6 months. If the correction stands as is, you would not likely need glasses for many things at a distance. Depending on your age, you might glasses for reading. More than likely the small prescription that is there now will change over the next few months so I would do nothing. Good Luck
Without knowing your details, it would be impossible to determine which is the best option for you. It seems as though one ophthalmologist has told you that ICL is best. Get another opinion if you are in doubt. I can tell you that based on your glasses prescription alone, you might be a candidate for LASIK, PRK or phakic IOL (ICL) surgery or nothing, so you need to find out based on parameters that only an examining ophthalmologist can tell you. Is your vision completely corrected with glasses or contacts? Do you have dry eye or is it controlled? If yes and you still have night starbursts, you may still see them after LASIK - they might be better with wavefront, but I would expect to see them still. The question is how much they bother you. Assuming you are a good candidate (i.e. you dont have irregular astigmatism to begin with) you can still have LASIK if you want to improve your vision without glasses or contacts.
