The first thing to do is stop the steroid cream. To improve the redness, the fastest and most effective treatment is laser with PDL or pulse dye laser. This will improve the redness. However, you will be left with hypopigmented (or light/white) color marks on your thigh. You can give this some time- a few months- to see how much it can improve on its own. Then see a dermatologist for treatments with a resurfacing laser.
I agree with the assessment of hypertrophic scar. It is still quite early in the healing process, so you can intervene to give yourself a chance for the best cosmetic outcome possible. I recommend a silicone based treatment. In an area of constant movement such as your leg; silicone gel with zinc oxide (spf 30) is best. This stays on the scar and is easier to use for an active person than silicone sheets. You can look for this at a pharmacy, or you can order a product online. I also recommend seeing a dermatologist sooner than later to discuss intralesional steroid injections (into the scar to decrease the thickness) and pulse dye laser (to reduce the redness)
