First, you need to consider correcting your bite prior to being able to fix the scooped-out appearance of your lower teeth.  Your lower teeth may have erupted over time so that now, they contact the back of your upper teeth and the wire keeping them in position.  The wire is likely causing the worn-out appearance of your lower teeth. Space between your upper and lower teeth needs to be created to allow for restorative material to be placed on your lower teeth (veneers or bondings); only then can proper contact of your upper and lower teeth be established, ultimately providing you with the best long term solution.

To widen your smile, it might be possible to place porcelain veneers.  Also, by brightening your teeth a few shades, your smile will appear a bit larger, helping you to show more teeth when you smile.  
From your photo it appears as if you might grind your teeth.  You'll definitely want to seek the advice of a specialist in Prosthodontics or someone well versed in TMJ treatment and full mouth rehabilitation.  Many times there are underlying reasons for why people grind their teeth, and it is important to be properly diagnosed so that whatever restorative treatment (veneers and/or crowns) you consider can last a lifetime.

Your best option to correct your midline is with traditional orthodontics (braces) or Invisalign.  In some instances veneers could be used to correct minor midline shifts, but based on your photo, your bite is heavily mal-aligned and for long term oral health, moving your teeth into the correct positions is the best way to go.

Typically, in Manhattan, you are looking at $4000-$6000 to have a tooth removed, implant placed and crown installed.  You might find dentists in the city that will put an implant in for $500, but I would be very cautious--these implants are likely "clone" implants that are made in countries without strict regulatory control, so they can be sold to doctors at a fraction of the price; this savings is then passed on to the patient. Make sure that whomever you choose to place your implant, it is placed by someone that is surgically trained.  Make sure that the implant being installed is made by a reputable company that has thoroughly tested the implant and has the evidence to support the implant's viability in the mouth.

It is very possible that you have an infection and you should see your dentist as soon as possible.  The implant may be failing and may need to be removed.
