Technically you not have Any degree of breast ptosis to need a lift. What you have is a little breast hypotrophy that can be easly solved with breast implants or with autologous fat transfer.
According to what I see in you picture, yes you seems to be a candidate for a body contouring surgery; abdomen and flanks liposuction and perhaps a lower back too, which unfortunately I can not see in this picture.
Regarding your nipples, you don't need to move them because they are already in the breast cone apex, which is the right place where they should always be. What I could recommend perhaps, would be a little reduction of the size because increasing the size of breasts, so will the size of your nipples.
