V-Beam, a pulsed-dye laser, is an excellent treatment option for facial redness with your skin type. I would recommend a formal consultation to help lay out a treatment plan for your concerns! 

These etched-in lines of your forehead that are still remaining can be softened by resurfacing using either an ablative or non-ablative laser. In addition, collagen stimulation via microneedling will offer some improvement. Lastly, superficial fillers, such as Belotero, Volbella, or Restylane Silk may provide some benefit if used carefully. 

Based on your photos, I would start with adding some volume to your cheeks and chin. Based on the response, you may or may not still require a little correction to your under eye areas. In addition, I think noninvasive approaches to benefit your skin tone and texture would beneficial!

In my opinion Sclerotherapy will be the best technique for removal of these veins. This is the injection of a solution into the blood vessels to make them disappear. Your best prevention against recurrence will be wearing support stockings. 

Typically with agressive C02 laser treatment for acne scars, most patients need one week of healing. This is usually followed by 2-3 weeks of redness. Because of this significant downtime, other less aggressive treatments like SkinPen Microneedling and Clear and Brilliant fractionated laser resurfacing have become more popular when done in a series.
