If you like the right side...

A simple solution would be to use a small amount of Botox on the left forehead. This would have the effect of lowering the brow to match the right side at the same time would reduce the visible space above the left eyelashes.

Simple answer: it depends on the fracture.

A small orbital floor fracture may be approached through the eyelid without canthal takedown in selected cases. However, if the space is too tight for adequate visualization or with multiple fractures along the rim, like a trimalar fracture, it requires better exposure to visualize, reduce and fixate the fractures.

Festoons are tricky to treat and should be approached individually based on your anatomy and risk tolerance.

Your photo suggests tear trough hollowing, decent of the cheek fat and a lateral triangular area of tissue swelling.   My first approach in this situation would be surgical to normalize the anatomy and stretch the festoon. The rewards for surgery are that it directly addresses anatomic defects, may allow partial excision of the festoon, utilizes a typical blepharoplasty incision and may slow festoon progression.

When filler is used in these situations to fill the nasal tear trough it may provide temporary relief, but fails to address the anatomic defect further stretching a weak tendon and can exacerbate the original problem.  Direct excision of the lateral tissue fullness can be a definitive solution at the cost of a visible scar and is not recommended except in cases much more advanced than your picture suggests.

The result you achieve with a lateral canthoplasty depends on the anatomy you bring to the table.

This is why it is important to actually be examined to evaluate the dynamics of how your anatomy will be influenced by canthal repositioning and whether an alternative or additional approach will be necessary to achieve your goals. 

Eyelash and eyebrow hair grow in cycles that include three phases, growth, resting and resorption.  Latisse works by extending the growth phase of hair.  This allows lashes to grow and remain longer resulting in longer and thicker lashes.  

The actual mechanism of how latisse works is unknown, but lash growth was discovered as a side effect for its original use in glaucoma.  You frequently hear about permanent change of eye color in ads, and if it occurs is permanent, but this is an unlikely response to eyelash use alone and uncommonly found even when using it as a glaucoma medicine directly on the eye.

In your case, if the IPL laser damaged the lash and eyebrow roots, the hair loss could be permanent.  However, if the lash roots remain functional latisse could help.  Since the exposed areas remain sensitive and painful, it would not make sense to introduce latisse at this time.  However, after adequate healing time the skin will be less sensitive and any damage to the hair roots more apparent.   A trial of latisse may or may not be helpful at that time but could be worth a try.
